The regional agencies involved in the FOCUS Program have established a number of committees
that address growth and planning issues in the Bay Area. These committees include:
Joint Policy Committee
The Joint Policy Committee (JPC)
coordinates the regional planning efforts of the Association of Bay Area Governments (ABAG),
the Bay Area Air Quality Management District (Air District), the Bay Conservation and
Development Commission (BCDC), and the Metropolitan Transportation Commission (MTC).
FOCUS Working Group
The purpose of the FOCUS Working Group is
to assist staff with review of the applications for Priority Development Areas (PDAs) and
to help shape the program for directing financial and technical assistance to PDAs. The
Working Group is composed of staff from local governments, Congestion Management Agencies (CMAs),
transit agencies, and stakeholder groups related to housing, the economy, the environment,
and social equity.
ABAG Regional Planning Committee
The Regional Planning Committee,
or RPC, has a county and city representative from each county in the Bay Area. In addition,
the RPC has public and special interests represented, including transportation, education,
environment, housing, and social equity. The RPC hears issues of regional concern covering
all planning issues. It is a standing committee of the
ABAG Executive Board
and makes recommendations to the Executive Board on programs and activities ABAG should
undertake.
Air District Mobile Source Committee
The Mobile Source Committee
considers and recommends policies relating to transportation planning and funding, on-road
and off-road mobile sources, and mobile source fuels. It is a standing committee of the
Air District Board of Directors.
Air District Climate Protection Committee
The Climate Protection Committee
considers and recommends policies relating to climate protection activities and funding.
It is a standing committee of the Air District Board of Directors.
MTC Planning Committee
The MTC Planning Committee
is responsible for overseeing MTC's planning activities for the Bay Area, including the
Regional Transportation Plan,
corridor studies, and smart growth program. In this role, the committee addresses issues
such as climate change, maintenance and expansion of the region's transportation
infrastructure, and promoting policies that foster pedestrian-friendly development and
travel options such as walking, bicycling, and public transit. It is a standing committee
of the Metropolitan Transportation Commission.
