The Palou-Phelps area is part of the new Palou/Phelps Open Space area in San Francisco’s Bayview neighborhood. This PCA constitutes the remaining adjoining lands in the area, which, when connected with the existing site, would offer the Bayview neighborhood a complete and substantial park space. The existing open space has been the product of many community members and organizations coming together to create an urban amenity. Development of this parcel would interrupt the adjoining open spaces that have been preserved by the community.
