Location: The Downtown San Rafael Planned Development Area is a half mile radius area around the C. Paul Bettini Transit Center, also known as the San Rafael Transit Center. Included in this area is the heart of Downtown (Fourth and A Streets); the Montecito Shopping Center; the western end of the Canal waterway; residential, commercial and mixed use neighborhoods; and numerous public facilities.
